History of Simon & Reinhold, Partner

The cornerstone for the company Simon & Reinhold, Partner, which currently specializes in the appraisal of high-quality commercial and residential real estate in Germany and abroad, was laid in 1973 by the founding of an appraisal office by Dipl.-Ing. architect Jürgen Simon.

At the time, he was an employee in the appraisal department of the Oberfinanzdirektion Hannover and was responsible for the management and professional development of the building experts employed at the tax offices of Lower Saxony. Jürgen Simon has been active as a writer since 1979 and has been an honorary member of the City of Hanover and Hanover-Land Appraisal Expert Committee since 1981.

From the mid-1980s onwards, he lectured and taught in the field of appraisal of developed and undeveloped real estate for various conferences and events. In 1990, together with other colleagues, he founded the magazine Grundstücksmarkt und Grundstückswert (GuG). In 1991, Jürgen Simon was appointed to the advisory board of the Treuhandanstalt Liegenschaftsgesellschaft (TLG) for real estate appraisal, where he served as chairman from 1995 until his retirement in 1998.

As of 1992, he was a publicly appointed and certified appraiser of the Chamber of Industry and Commerce Hanover-Hildesheim for the appraisal of developed and undeveloped real estate (until 2018). In the same year, he was appointed to the Appraisal Expert Committee of the investment company WestInvest and a pension fund. One year later he was appointed Chairman of the Audit Committee for the public appointment and certification of appraisal experts of the South Thuringia Chamber of Industry and Commerce.

Further appointments to appraisal expert committees of real estate funds were to follow in the subsequent years.

Thore Simon expanded the office as a freelancer in 1997. In that same year, Simon & Reinhold, Partner was founded in partnership with Dipl.-Ing. Wilfried Reinhold. Until joining the partnership, Wilfried Reinhold was responsible for the management and professional development of the building experts employed at the tax offices of Lower Saxony in the appraisal department of the Oberfinanzdirektion Hannover. As of 1997, he was a publicly appointed and certified appraiser of the Chamber of Industry and Commerce Hannover-Hildesheim for the appraisal of developed and undeveloped real estate (until 2017).

Wilfried Reinhold served as an honorary appraisal expert for the Appraisal Expert Committee of the city and Hanover-Land region from 1993 to 2013 and as a member of the committee of the Federal Ministry of Finance from 1992 to 1997 (investigation of the real estate market with regard to simplified appraisal procedures).

Wilfried Reinhold has been a member of various appraisal expert committees as well as an author of appraisal literature and a lecturer since 1999. Jürgen Simon has been an honorary professor at the Anhalt University of Applied Sciences in Faculty 2 Architecture and Civil Engineering since 2000 (retired in 2018).

In 2002 Simon & Reinhold, Partner was a founding member of the Bundesverband der Immobilien-Investment- Sachverständigen e. V. (Federal Association of Real Estate Investment Experts) – BIIS.

In 2005, Thore Simon was accepted into the office partnership. One year later he was appointed as a lecturer at the Anhalt University of Applied Sciences (Faculty 3 Economics, later also Faculty 2 Architecture and Civil Engineering) and worked as a lecturer at the Deutsche Immobilienakademie GmbH as well as a lecturer at various conferences and events and an author of appraisal literature. Thore Simon has been a publicly appointed and certified appraiser in the Lower Saxony Chamber of Engineers since 2008 and has been certified according to ISO/IEC 17024 as HypZert a real estate appraiser for financial purposes since 2010 – CIS HypZert (F). In 2008, he was appointed to the Appraisal Expert Committee B of Credit Suisse Asset Management Immobilien Kapitalanlagegesellschaft mbH. Further mandates would follow in the subsequent years.

Thore Simon has been appointed to the Appraisal Expert Examination Committee for the appraisal of developed and undeveloped real estate (öbuv) of the South Thuringia Chamber of Industry and Commerce and the Lower Saxony Chamber of Engineers, as well as to the Hannover City Appraisal Expert Committee (Landesamt für Geoinformation und Landesvermessung Niedersachsen, Regionaldirektion Hameln-Hannover).

In 2012, Tobias Gilich joined the office partnership, where he had already been working as an employee since 2006. He obtained his certification according to ISO/IEC 17024 as HypZert a real estate appraiser for financial purposes – CIS HypZert (F) in 2010 and since 2012 has been a publicly appointed and certified appraiser of the Chamber of Engineers of Lower Saxony. In the same year, he was appointed to the Appraisal Expert Committee of a special fund. Further mandates for capital management companies would follow in the years ahead.

Tobias Gilich is a member of the Hannover Region Appraisal Expert Committee (Landesamt für Geoinformation und Landesvermessung Niedersachsen, Regionaldirektion Hameln-Hannover) and a member of the board of the Bundesverband der Immobilien-Investment- Sachverständigen e. V. (Federal Association of Real Estate Investment Experts) – BIIS.

He is also an author of appraisal literature and a lecturer at various conferences and events. Since the retirement of Wilfried Reinhold (2015) and Prof. Jürgen Simon (2014), Simon & Reinhold, partner has been managed by Thore Simon and Tobias Gilich. With currently 25 employees and freelancers, the company is working in over 30 countries (Europe, North America, APAC) in the field of real estate appraisal. In addition to its teaching activities, the company is also active in the field of education where it places an emphasis on providing paid internships for university students and as a supervisor of Bachelor’s and Master’s theses.

The personally liable appraisal experts of Simon & Reinhold, Partners are members of the Federal Association of Real Estate Investment Experts (BIIS), a professional association of independent experts that specializes in the appraisal of commercial real estate. We are one of the founding members of the association, which was established in April 2002 and currently comprises more than 120 experts with their respective office structures and highly qualified staff. On behalf of institutional investors, the members of BIIS annually appraise more than 500 billion Euros of value in real estate. BIIS is an officially recognized partner for all relevant authorities wherever the interests of national and international real estate appraisal are concerned. BIIS is a member of the German Property Federation (ZIA) and an information member of the German Investment Funds Association BVI.
